Public Debate: Europe, the US and Russia in turbulent times: views from the Polish EU Presidency

On Monday 14 April 2025 the Europe Hub of Leiden University will host the second round of the General Maczek Dialogues, named after the Polish general who liberated Breda in WW2. These dialogues between think tank experts, academics and policy practitioners were launched last year in Poland and were organised by the College of Eastern Europe in Wroclaw and the Clingendael Russia and Eastern Europe Centre in The Hague. The first round resulted in a Dutch-Polish policy paper on European Security and EU enlargement. The second round of these dialogues will take place during the Polish EU Presidency at a time of great geopolitical challenges to the European Union and Europe as a whole, when facing a continuing Russian war against Ukraine and an increasingly transactional US presidency with different views on transatlantic relations.

In this context, the Europe Hub will host a public discussion on Europe, Russia and the US with views from the Polish EU presidency on how to deal with these common challenges.

Panelists:

  • Łukasz Pawłowski, Director, Department of Strategy, MFA of Poland
    Łukasz Pawłowski is an academic himself and a specialist on US policy; at the moment he is heading the Strategy Department of the Polish Ministry of Foreign Affairs.
  • Adam Balcer, Programme Director, College of Eastern Europe (KEW)
    Adam Balcer is programe director of the College of Eastern Europe (KEW), a Polish think tank based in Wroclaw and one of the main organizers of the General Maczek Dialogues and co-author of the Dutch-Polish policy paper on European security and EU enlargement.

Comments with be given by Tony van der Togt, PhD candidate, Institute of History at Leiden University and Associate Fellow at the Clingendael Institute. He is also co-author of the Dutch-Polish policy paper.

A Q&A session with students will follow the panel discussion and will be moderated by professor Daniel Thomas, professor of international relations at Leiden University.
