Abstract:
Chinese NGOs have been an emerging actor in China’s global development footprint. Can they become an alternative force to the current state-led development cooperation model? How much autonomy do Chinese NGOs have in their global endeavors? Based on two-year fieldwork in China, interviews with around 20 Chinese NGOs and a critical discourse analysis, the research finds out that the Chinese state’s influence over Chinese NGOs is reflected in different layers. At the regulatory level, Chinese NGOs are constrained by the existing domestic regulatory system on NGOs. However, at the operational level, Chinese NGOs do enjoy great autonomy and have shown great diversity in their internationalization. Moreover, Chinese NGOs have shown a tendency of diplomatizing their international activities, a phenomenon showing that they have been influenced by the state implicitly.
