Definitive agreement Collective Labour Agreement 2024-2025 Universities of the Netherlands

On Tuesday 23 July 2024, the parties to the Collective Labour Agreement announced that the main lines of a definitive agreement had been reached on the 2024-2025 Collective Labour Agreement for Dutch Universities. The CLA will run from 1 July 2024 up to and including 30 June 2025.

The CLA agreement comprises the following arrangements, in summary:  

  • With effect from 1 September 2024, salaries will be increased by 3.7% and with effect from 1 January 2025 by a further 1%;  
  • Staff who have an employment contract on 1 September 2024 will receive a one-off allowance of € 300 gross, based on a full-time contract;
  • Salary scales 1 up to and including 7 (incl. scales for student assistants and trainee technology developers) will be modified to provide progression in scale steps and spread between scales. This modification enters into force on 1 July 2024 retrospectively, with implementation to be completed by 31 December 2024 at the latest;
  • Particular attention will be paid to social safety and managing pressure of work. The aim is to have a central reporting point for reports related to social safety. The reporting point will then refer the notification on to the relevant support service.   • The union month will be extended from 1 to 2 months.  

What happens next?

This is still ‘only’ the outline agreement and the constituent terms. The parties to the CLA now have to convert the agreements into a definitive CLA text. They will endeavour to complete this in September 2024 at the latest. The CLA parties will then need to approve this new text. The impact of the new agreements for Leiden University has yet to be mapped out, and, where necessary, a plan of approach for implementing the  terms will be drawn up.
